External Evaluator NYCP Grant

The Coeur d’Alene Tribe has received funding through the Department of Education 2026 Native Youth Community Project (NYCP).  The Coeur d’Alene Tribes’ proposal for the 2026 NYCP, “Braiding Relationships to Improve Coeur d’Alene Student Success” has the overarching goal of improving student literacy for future success in college and career. There are four project goals to achieve this: 1) Improve literacy proficiency for children attending the Cd’A Pre-K Early Childhood Learning Center (ECLC) and K-3 Plummer Worley Elementary School (PWES); 2) Collaborate with Plummer Worley Middle School (PWMS) to improve 8th grade academic performance for successful transition to high school; 3) Collaborate with PWMS to develop and implement a high-quality exploratory college and career program for 8th grade students, linked to the high school Secondary CTE Career Pathways Program, and 4) Engage families, Tribal Education Agency, State Education Agency, Local Education Agency, local businesses, and Tribal partners in achieving goals 1-3, as identified through the community comprehensive data collection and analysis.

To help ensure this proposal meets all stated goals and objectives.  The Coeur d’Alene Tribe Department of Education is looking to hire, on contract, an external evaluator to assess the project twice a year.

The External Evaluator will be responsible for evaluating project implementation.  It will be critical to contract with a highly qualified Evaluator who has experience in the evaluation of Native American Education projects.  The External Evaluator will work with the Project Director, and project staff to collect, analyze, and devise the evaluation plan.  The Evaluator will maintain ongoing communication with the Project Director and Project Manager to ensure timely implementation of project objectives and progress toward project outcomes.  Data will be collected to assess progress against stated Government Performance and Results Act (GPRA)data measures and sub goals.  The Evaluator will be proficient at gathering and evaluating data at multiple levels.  The Evaluator ill have experience analyzing and reporting both quantitative and qualitative data and producing evaluation reports on time according to established deadlines.  The Evaluator will have familiarity with Federal grant reporting standards and expectations, as well as experience collaborating in the Federal Government G5 platform.

Qualifications:

  • An earned doctorate in Program Evaluation or related field.
  • Experience in program planning and evaluation.
  • Knowledge of the developments and evaluation of Native American education projects
  • Experience coordinating grant funded programs.
  • Experience working with federal grant budgets.
  • Experience reporting GPRA measures and goals in G5.
  • Possess a history of successful partnerships with tribes.
