The implementation of the General Management Principles and Operating Guidelines (GMPOG) will be overseen by the Trail Commission. The Trail Commission is responsible for ensuring that all aspects of the development, management and operation of the entire Trail/ROW are coordinated across the State and Tribe’s separate and joint management areas, consistent with the single-trail principle and the terms of the GMPOG.
Appointment to Trail Commission
There are six members on the Trail Commission. Three members of the Trail Commission are appointed by the State and include the State Trail Manager. The remaining three members of the Trail Commission are appointed by the Tribe and include the Tribe Trail Manager.
Quorum and Decision Making
A quorum of the Trail Commission requires that not less than four of its members be present and that those four members consist of two State and two Tribe representatives. For any proposed decision, the Trail Commission operates by consensus, which requires that a quorum exists and no member present votes in opposition.
Public Meetings and Outreach Activities
The Trail Commission shall meet not less than bi-annually in the Spring and Fall. Meetings of the Trail Commission will be chaired (or co-chaired) by a policy-level representative appointed to the Trail Commission by the State and/or Tribe.
All meetings of the Trail Commission shall be open to the public and the Trail Commission will welcome and encourage adjacent landowners, representatives of local governments and Trailside communities, other stakeholders and interested members of the public to participate. Allowing public involvement ensures that decisions regarding management and operation of the Trail/ROW will be informed by a broad consideration of views from Trail Staff and the general public. The Trail Commission will coordinate efforts with local governments and Trailside communities.
Duties of the Trail Commission
In addition to overseeing the implementation of the GMPOG and providing a forum for the Governments’ coordination and public input, the Trail Commission shall have the following duties and responsibilities.
- Funding and Budgets
- Development of the Trail’s Recreational and Economic Potential
- Protection of Open Space, Plants and Wildlife
- Protection of Historic Properties and Cultural Values
- State and/or Tribe Trail Construction Projects
