The solicitation provides federally recognized tribes and tribal consortia an opportunity to apply for funding to aid in developing a comprehensive and coordinated approach to public safety and victimization. CTAS is not a program but a single solicitation to allow tribes to apply to seven separate grant programs from four grant-making offices (https://bja.ojp.gov).
Funding agencies that participate in CTAS include the Bureau of Justice Assistance (BJA), Office of Juvenile Justice and Delinquency Prevention (OJJDP), Office of Community Oriented Policing Services (COPS), and Office for Victims of Crime (OVC).
The Coeur d’Alene Tribe applied and was awarded the CTAS Purpose Area 2 Grant in 2013 through the U.S. Department of Justice that initiated the development of the CTJSP (the Plan) with cooperation from Tribal leaders, Marimn Health, the Tribe’s Law & Order, Social Services, and Education departments, with the consulting firm Advanced Management Strategies in 2014. Once the Plan was completed, Tribal departments applied for various CTAS Purpose Areas in the following years to help achieve the goals outlined in the Plan.
Since 2013, the Tribe has received over $7.1 million in CTAS funding to cover staff and program expenses for Indian Child Welfare, the Tribal Youth Shelter, Foster Care Program, Youth Advocacy Services, as well as Law Enforcement and Tribal Courts. Many goals and objectives have been achieved as a result of the actions supported by these funds.
