The Office of Strategic Initiatives & Development (SID) was created to improve data comprehension and availability throughout the Tribal Government. In 2014 the Coeur d’Alene Tribe commissioned a study to collect and understand data from its Justice System, including law and order, health, social services and education programs. The insights gained from that data were eye opening and prompted a number of new initiatives to adjust Tribal Government services aimed at meeting the needs of youth and community members.
The success of these initiatives led to the creation of the Office of Strategic Initiatives & Development in 2019 with the goal of further growing the Tribe’s capacity for collecting and understanding data as well as assist with strategic & comprehensive planning and grant/project development and implementation.
The Coeur d’Alene Tribal Government has the continuous drive to build capacity, improve its services, and better the lives of our people and our community. The Office of Strategic Initiatives & Development exists to help carry out these goals by facilitating the collaboration between departments, programs and people.
Meet The Team
Marquette Hendrickx DirectorMarquette Hendrickx is a Coeur d’Alene Tribal member who has dedicated her career to expanding and improving healthcare on the Coeur d’Alene Reservation. Throughout the course of her career, Marquette has served in several leadership capacities, including serving as the Operations Director, Grants Manager, and Interim CEO at Benewah Medical & Wellness Center – now Marimn Health.
Today, Marquette continues to serve as an ardent health advocate for the Coeur d’Alene Tribe and is heavily involved in various projects that promote the overall wellbeing of tribal and community members. Her family has also fostered several children and are advocates for all foster children and families.
She earned her master’s in organizational leadership from Gonzaga University and her bachelor’s in psychology from the University of Idaho. When not at work, Marquette enjoys spending time with her family, cheering them on in various sports and activities.
Miranda Szymanski Data Analyst IIMiranda Szymanski works as a Data Analyst II for the Office of Strategic Initiatives & Development. Her areas of focus in her role include improving data management and analytics, streamlining workflows, assisting in the development of a Tribal-wide database, and most importantly, learning how to uniquely serve tribal members of the community. Serving the people of Coeur d’Alene Tribe entails learning how to work within an indigenous-led framework, which Miranda strives to implement every day.
Miranda received a Bachelor of Science in Economics with a minor in Mathematics from Eastern Washington University. She thoroughly enjoys programming and creating dashboards that lead to actionable insights for the community. Outside of her profession, Miranda centers her life on her faith, family, friends, and community.
Elva “Cookie” Allan Consultant to the Coeur d’Alene TribeElva “Cookie” Allan has worked for the Coeur d’Alene Tribe since 1999. Prior to her consultant role, Cookie served as the Director of the Strategic Initiatives & Development Office where she managed the development of tribal comprehensive and strategic plans, initiatives, and special projects. Her work is aimed at building internal and community capacity, expanding resources aimed at program development, and furthering the Tribe’s goals, mission and sovereignty.
Ms. Allan has worked as an advocate for Latino and Native American issues. Priority issues have been education, public health and safety, systems alignment and data sovereignty and management. She has a bachelor’s degree in Government and Master’s degrees in Public Administration and Urban and Regional Planning from Eastern Washington University. She is pursuing her PhD in Education from the University of Idaho. Her children Sophia and Chief Natatqn, as well as her family, provide direction and purpose.
